Ruslan Bulatov

Born on 27 July 1987.

Education

2009: graduated from the Financial Academy under the Government of the Russian Federation with a degree in finance and credit.

Career

2008: began his career in banking analytics. Prior to joining the Bank of Russia, he worked for the international companies Ernst & Young and Fitch Ratings.

2020–2021: Deputy Director of the Bank of Russia’s Banking Supervision Support Department. Following the reorganisation of the department, he continued to serve as Deputy Director of the Department of Banking Regulation and Analytics, overseeing the banking analytics and banking supervision support functions.

October 2025: appointed Director of the Bank of Russia’s Financial Technology Department.

2025: awarded the Certificate of Honour of the Bank of Russia.
